Reporting Metrics

We're currently designing and working on a new reporting system for authors and portal administrators. We have had some requests to improve and provide more detailed information about statistics, exam attempts, completions, and certificates. Our goal this sprint is to provide clearer, more thorough results when trying to find statistics on courses and students.

Additionally, a new portal manager role is being created. This role allows a portal administrator to delegate reporting and some user management functionality to other users. These managers would be able to report on students and courses throughout a portal and not limited to just their students as authors currently are.
